My question involves a traffic ticket from the state of: Oregon

Do police have to follow traffic laws if they are mearly patroling traffic and not involved in an emergency? What specific Oregon law regulates their patroling activities?

Background:

I recieved a citation for failure to stop for a school bus. The police car was parked in the center turn lane of a street while monitoring traffic in a school zone. The police car's headlights blinded me so that I could not see the school bus.

      Background:

      If not responding to an emergency, hot pursuit, etc., or any operation of law, yes, an officer has to folllow all statutory traffic laws as well.

      However, even if they violated a statutory law when checking for violators, it is highly unlikely a court will give that defense any weight.
